Plan, Permit, or Track an Energy or Large Development Project

The Agency of Natural Resources participates in the regulatory review of energy generation and transmission projects seeking a Certificate of Public Good from the Vermont Public Utility Commission (PUC) as well as the review of large scale development projects permitted by Act 250 District Commissions.  The Agency provides both the PUC and Act 250 evidence and recommendations regarding project impacts on natural resources and the environment.

Early engagement with ANR is important for an efficient permitting process.  In some cases natural resource studies and assessments necessary for a complete PUC or Act 250 application must occur during particular times of year or seasons, so planning a large project should begin at least a year in advance of filing any anticipated permit applications.  It is recommended that developers engage the ANR Planning Office during that pre-application phase to discuss the project in concept, learn what studies and resource inventories may be necessary, and explore ways to minimize the potential natural resource impacts of the project.  Investing time working with ANR planners at the early stage of a project often helps identify and resolve potential issues and leads to a more efficient permitting process in the future.
