Nondiscrimination Notices

ANR is a direct recipient of Federal financial assistance. All recipients are required to follow federal nondiscrimination statutes and regulations. ANR gives public notice of its nondiscrimination policy as part of its compliance.

To file a discrimination complaint with the USDA, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at How to File a Program Discrimination Complaint and at any USDA office, or write a letter addressed to USDA and provide in the letter all of the information requested in the form. Nondiscrimination Laws

Federal Nondiscrimination Law

As a recipient of federal funding, ANR complies with the following federal nondiscrimination laws:

Title VI of the Civil Rights Act of 1964 (“Title VI”)
Title IX of the Education Amendments of 1972 (“Title IX”)
Section 504 of the Rehabilitation Act of 1973 (“Section 504”)
Age Discrimination Act of 1975
Federal civil rights implementing regulations, including:
- Section 13 of the Federal Water Pollution Control Act Amendments of 1972 (requiring that no person on the basis of sex be excluded from participation in, denied the benefits of, or subjected to discrimination in any program receiving Clean Water Act funding)
- Title 40 Code of Federal Regulations Part 5 and Part 7 (EPA regulations)
- Title 44 Code of Federal Regulations Part 7, 16, and 19 and Section 206.11 (FEMA regulations)
- Title 6 Code of Federal Regulations Part 19 (DHS regulations)

State Nondiscrimination Law

ANR complies with Vermont’s Public Accommodations law, 9 V.S.A., Chapter 139 and Fair Employment law, 21 V.S.A. § 495.

Nondiscrimination in Employment

ANR complies with federal and state prohibitions on employment discrimination.  Employment discrimination complaints are addressed in Department of Human Resources Personnel Policy Number 3.3.  If you are an ANR employee and have questions about discrimination, call the Department of Human Resources at 802-828-3491.

Civil Rights and Nondiscrimination Grievance Procedure

If they believe they have been discriminated against, members of the public may file a complaint by following the ANR Civil Rights Nondiscrimination Grievance Procedure. This includes discrimination based on race, color, or national origin. Title VI of the Civil Rights Act of 1964 prohibits such discrimination.

Language Access

When accessing ANR materials or programs and you speak a language other than English or need a reasonable accommodation for effective communication, we offer free language assistance. Please call (802) 636-7827 and we can support getting you access to language services. The State of Vermont contracts with several Translation Services organizations.

Language Access Plan

The Language Access Plan (LAP) is guidance on how the ANR will deliver information and services to persons with limited English proficiency and persons with varying levels of hearing, sight, or speech loss and other communication needs.

Interpretation Services

When accessing ANR materials, engaging with an ANR staff member, or attending an ANR public event, we offer free interpretation services. Please call 802-636-7827 and we can support getting you access to language services. The State of Vermont contracts with several Interpretation Services organizations.

Language Access Cards

The Vermont Agency of Natural Resources is committed to ensuring meaningful public participation of all people. The Language Access Card will assist ANR staff in effective communication with people who speak languages other than English or communicate using methods other than spoken language.

Accessible Activities on State Lands

When accessing ANR fee-owned lands, individuals with a mobility disability may use an Other Power Driven Mobility Device (OPDMD) on state land. If an individual wishes to use an OPDMD on state land, they must certify that they have a mobility disability and get a User’s Pass and Agreement. State of Vermont Accessibility Policy

The State of Vermont has an Accessibility Policy and Grievance Procedure to provide prompt and equitable resolution of complaints alleging any violation of the Americans with Disabilities Act (ADA) and/or the ADA Amendments Act (ADAAA) by a department, agency, or instrumentality of the Executive Branch of the government by reason of employment practices and policies or the provision of services, activities, programs, and benefits.

Subrecipient Center

As a direct recipient of federal-aid and assistance, ANR may delegate project management responsibilities to subrecipients such as cities, towns, municipalities, not-for-profit agencies and other entities. Subrecipients, like direct recipients, are required to adhere to and carry out federal-aid activities in accordance with all applicable federal requirements.
