Air Quality

Air Quality and Climate Division staff study acid rain and related air pollution problems, monitor outdoor air quality and air pollution sources, propose regulations to improve existing air quality, and issue permits to control pollution from smokestack industries across the state.

Dam Safety

The Dam Safety Section administers the State Dam Safety program, operates and maintains the Winooski Valley Flood Control Reservoirs, and periodically inspects the 85 state-owned dams. The section operates a permit program for the construction and alteration of non-hydroelectric dams (the Public Service Board regulates hydroelectric dams). The section inspects privately-owned dams on a resource-available basis, maintains an inventory of dams, and provides technical assistance to dam owners.

Education

FPR’s Conservation Education Section develops information and education resources for the Department, including Project Learning Tree and Vermont-specific forest resource education efforts.

Fish & Wildlife staff provide statewide educational programs, including aquatic resource education, Project WILD, Aquatic WILD, the Green Mountain Conservation Camps, trophy programs for deer, bear, turkey, and fish, and a three-credit course -- "Fish and Wildlife Management for Educators." The Hunter Education portion of the division trains students to be safe, responsible firearms users.

The Water Investment Division administers state and federal programs which fund planning and construction of water supply systems, wastewater collection and treatment systems, state parks, fishing and wildlife access areas and hatcheries, solid waste processing and disposal facilities and dams. The division implements and oversees the planning, design, construction, and management for a wide range of projects.

The Enforcement Section enforces the environmental laws and regulations administered by the Department of Environmental Conservation, Department of Forests, Parks and Recreation, and Department of Agriculture. The division also provides investigative services for Act 250.

The Environmental Assistance Office (EAO) helps Vermonters better understand and follow Vermont’s environmental laws, rules, regulations, and permits. The EAO offers environmental assistance to Vermont individuals, communities, and municipalities with a special emphasis on supporting underserved and overburdened populations.

State fish culture stations (hatcheries) raise cultural fish to mitigate the impacts of environmental degradation on the spawning and survival of fish populations; to rehabilitate fish populations; to re-establish fish populations that have severely declined because of social or environmental pressures; to expand the range of desirable fish populations where suitable habitat exists but is limited by spawning habitat, access or some other factor; and to provide public recreational angling.

The Information Technology Division coordinates the use of innovative information technologies and office automation tools and is the computer mapping section for the Agency. It houses data in the statewide GIS software format. More than 100 GIS databases are envisioned for use in ANR programs, and most Agency divisions have contributed data to the system.

Wardens enforce fish and wildlife, boat, snowmobile, ATV, and general criminal laws. Wardens can be reached by calling the nearest State Police dispatcher. A toll-free number is available for citizens who wish to report fish and wildlife violations. This "Operation Game Thief" number is 1-800-752-5378.

Planning

The Office of Planning coordinates Agency policy positions in relation to other state agencies, federal agencies and outside stakeholders.

The Office also works with Counsel for the Department of Environmental Conservation, the Department of Fish and Wildlife, and the Department of Forests, Parks and Recreation in representing the Agency in proceedings before the Environmental Court, the Public Service Board, and the Natural Resources Board. These proceedings include: (1) Appeals of Agency actions such as the issuance or denial of permits, Appeals of Act 250 permits (2) the review of proposed projects seeking an Act 250 permit, and (3) the review of proposed projects seeking a certificate of public good before the Public Service Board.

In addition, members of this Office provide case management for large, complex projects in the Act 250 / Section 248 process, including but not limited to managing timelines for submittals and Agency responses; coordinating intra-Agency discussion of the impacts of a project; and mediating disputes with the applicant, members of the public, and state and federal officials with regard to a project.

This division provides outdoor recreation facilities, primarily through Vermont's popular State Parks. The division manages 51 parks, where Vermonters and visitors enjoy picnicking, swimming, camping, and other outdoor recreational opportunities. Summer Series, an arts program in the parks, is held annually, and selected parks also provide interpretive and educational opportunities.

The Lands Administration Division, housed within the Department of Forests, Parks and Recreation, is responsible for land acquisition, long-range management plan coordination, surveying and property records maintenance, and lease, license, and special use permit oversight.

The Waste Management & Prevention Division oversees the use, treatment, and handling of hazardous and solid wastes.  The division handles issues around composting, recycling, the bottle bill, underground storage tanks, and hazardous materials transportation and spills.

The Drinking Water and Groundwater Protection Division issues permits for subdivisions, sludge management, and discharges to the waters of the state. Permits are issued from the central office in Montpelier and the five regional offices.

The Watershed Management Division manages Vermont's surface waters through planning, engineering, technical analysis, and technical assistance. The division administers programs such as aquatic nuisance control, water quality certifications, floodplain management, lakes and ponds encroachment, wetlands protection, hydroelectric project review, chemical and biological monitoring, and the Ecosystem Restoration Program.

Wildlife

Teams of biologists manage the state's wildlife resources. District biologists study and inventory game and nongame wildlife populations, develop wildlife species management plans, and review development plans to protect wildlife habitat. The Nongame & Natural Heritage Program is responsible for managing and promoting nongame wildlife (animals that are not fished or hunted), inventorying and protecting endangered species, and informing people about Vermont's significant natural areas.
