ANR Section 248 Application Fee
30 V.S.A. § 248b establishes a fee for certain Certificate of Public Good applications. The fee is intended to support in part the Agency of Natural Resources engagement in the Public Utility Commission process and will be paid directly to ANR. Act 163 (H.676) of the 2018 Legislative Session revised 30 V.S.A. § 248b as it relates to the application fee for certain electric generation plants, including net-metered electric systems.
Specifically, Section 2 of Act 163 waives the application fee for all roof-mounted photovoltaic systems up to and including 500kw in plant capacity and requires an application fee for electric generation facilities from 51kw to 139kw in plant capacity.
As of July 1, 2018, all new ground-mounted net-metered systems from 51kw up to and including 500kw in plant capacity will be required to pay an application fee, and all new roof-mounted net-metered photovoltaic systems up to and including 500kw in plant capacity will not have to pay an application fee.

Any applications filed on or after July 1, 2018 must conform with Act 163.
